J.22 <br /> <br />TUESDAY, AUGUST 11, 1998 <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A. Crabtree presiding, was held Tuesday, August 11, 1998, in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. The following members of Council were present: Dr. Mark A. Crabtree, Mayor; <br />M. Gene Teague, Vice-Mayor; and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell and Terry <br />L. Roop. <br /> <br /> Following the invocation by Council Member Terry Roop, the Mayor extended a cordial welcome <br />to all in attendance. <br /> <br /> Council first considered approval of the minutes of its regular meeting on July 28, 1998, and its <br />Work Session on August 6, 1998. Council Member Haskell asked that the July 28 minutes be amended <br />by adding, "It was noted that the costs related to the Rollins Ranger System for technology and the <br />changes to the adjacent road were not included in the $9.1 million budget, and that these were the only <br />costs not included in the $9.1 million budget figure approved." Upon motion by Council Member <br />Teague, second by Council Member Haskell, and unanimous agreement, the July 28 minutes were <br />approved as amended and the August 6 minutes were approved as written. <br /> <br /> Council considered a request from the Martinsville Planning Commission to amend and revise <br />Appendix B (Zoning Ordinance) of the City Code pertaining to telecommunications. City Manager Earl <br />B. Reynolds, Jr., noted that this had been reviewed three times by the Planning Commission, reviewed <br />with the City Council in a Work Session, and reviewed with local telecommunications providers. City <br />Planner Chris Whitlow noted this Code amendment was an attempt to regulate the types, sizes and <br />placement of antennas and towers associated with providing telecommunication services. In addition to <br />Ordinance No. 98-10 presently before Council, Mr. Whitlow presented a suggested addition to Section <br />V--General Dimension Requirements, Item S--General Telecommunication Regulations, that being <br /> <br /> <br />
