96 <br /> <br />TUESDAY, JULY 14, 1998 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Mark A. <br /> <br />Crabtree presiding, was held Tuesday, July 14, 1998, in the Council Chamber, City Hall, beginning at 7:00 <br />P.M. The following members of Council were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, <br />Vice-Mayor; and Council Members Bruce H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br />After the invocation, provided by Vice-Mayor M. Gene Teague, and followed by the Mayor's cordial <br />welcome to visitors present, Council took up the first item on their agenda, that of approval of minutes. The <br />minutes of Council's meetings of May 12, 26, June 4, 9, 23, and July 1, 1998 were approved, with one <br />amendment to the minutes of May 12, as submitted, by unanimous vote. <br /> <br />The next item on the agenda was Business from the Floor. There were no speakers under this item. <br /> <br />Next on the agenda Council considered the need to conduct a Public Hearing and consider adoption, on <br />second reading, of Ordinance No. 98-7 amending Chapter 2, Article VI, Section 2-105, Subsection (a) of the <br />City Code related to the number of Planning Commission members. Council first heard a review of the <br />circumstances which had prompted the proposed change in membership number, from City Manager Earl B. <br />Reynolds, Jr. Mr. Reynolds stated that the proposed change would facilitate the achievement of quorums <br />necessary for meeting legitimacy, and provided information to Council which substantiated that the most <br />typical number of members on Planning Commissions throughout the State was seven. Mr. Reynolds added <br />that this change could be most easily accomplished now due to the fact that there were only seven sitting <br />members on the Planning Commission at this time. Consequently, none would have to be unseated to reduce <br />the membership. Mr. Wayne D. P. Knox, Planning, Zoning and Housing Manager, stated that the current <br />Planning Commission Chairperson had no problem with the proposed membership reduction. In compliance <br />with a request from Vice-Mayor Teague the Council then held a Public Hearing to receive public response to <br />the proposed change.
