3.05 <br /> <br /> THURSDAY, DECEMBER 18, 1997 <br /> <br />A special and duly-called breakfast meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />George B. Adams, Jr., presiding, was held Thursday, December 18, 1997, at Dutch Inn in Collinsville, Va. <br />beginning at 7:30 A.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. <br />Mark A. Crabtree, Vice-Mayor; Bruce H.T. Dallas, and M. Gene Teague. The purpose of the meeting was <br />to present the City's Legislative Package to local Legislators. Senator Roseoe Reynolds artended the <br />meeting. <br /> <br />After the invocation, provided by Councilmember Brace H. T. Dallas, Mayor Adams welcomed everyone <br />and turned the meeting over to City Manager Earl Reynolds. Mr. Reynolds thanked Senator Reynolds for <br />taking the time to attend and asked for any legislative support that he could give to the City for the following <br />projects that the City supports: <br /> <br /> Capital Funding <br /> <br />I. Schools <br /> <br />The 1997 Session of the General Assembly resulted in the Literary Loan maximum being <br />increased from $5 million to $7.5 million; however, the guidelines necessary to implement this <br />change have not yet come forth. It is requested that appropriate follow up action be taken to <br />make this change a reality. Given the magnitude of school maintenance and construction <br />needs statewide, localities need State assistance if this tremendous burden is to be lifted. It is <br />requested that some type of matching grant program be developed to help meet this pressing <br />need. Mayor Adams stated that it would be beneficial if these type funds could be used for <br />capital improvements. <br /> <br /> <br />
