204 <br /> <br /> TUESDAY, JULY 22, 1997 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br /> Adams, Jr. presiding, was held Tuesday, July 22, 1997, in the Council Chamber, City Hall, beginning at 7:00 <br /> P.M. All members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. Crabtree, Vice- <br /> Mayor; Bruce H.T. Dallas; Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, provided by Councilmember Teague, and followed by Mayor Adams' cordial welcome <br />to visitors present, Council approved the minutes of its meetings of June 24 (Special and Regular) and July 8, <br />1997, as amended. <br /> <br />Council then proceeded to recognize citizens that had served on various Boards and/or Commissions, as <br />follows: Ruth Martin and David Chaffins, Anchor Group Home System Commission; Martha H. Sherwood, <br />Blue Ridge Regional Library Board; L. Dean Johnston, Patrick Henry Development Council; Norma Gardner <br />and Noel Chitwood, Office on Youth Commission Board; and Kelvin Perry, West Piedmont Planning <br />District Board of Commissioners. Mr. Perry was the only recipient present to accept his award. <br /> <br />Under Business from the Floor, Mr. Tom Hamed, Assistant to the City Manager for Community <br />Development, introduced Mr. Jerry Jacobus, new Executive Director of the Southern Virginia Economic <br />Development Parmership. Mr. Jacobus gave a brief background on himself, stated his commitment to <br />marketing the Region 10 area, and invited everyone to the opening of his new offices on Route 220 South, in <br />Ridgeway, Virginia, at 10:00 A.M. on August 5, 1997. <br /> <br />Ms. Robin Whitlow was present to complain about the conduct and graphic material being used by a group <br />of anti-abortionists who were stopping traffic and handing out literature on Commonwealth Boulevard. She <br />stated that she was personally offended, and that it was inappropriate for her children or others to have to be <br />subjected to the kind of material and posters being shown.
