TUESDAY, JULY 22, 1997 <br />officers had responded to the location of the activity in question, determined that the group did not have the <br /> <br />necessary permits, and asked them to leave. Although they left, Chief Edwards expressed concern about <br />possible future activity of this type, and pledged to research the City Code in order to be prepared. <br />Councilmember Haskell encouraged City Attorney David Worthy to review the legality of such gatherings as <br />well. City Manager Reynolds promised a report back to Council and the public on this issue. <br /> <br />There was no further business from the floor. <br /> <br />A joint public hearing, conducted by City Council and Council in their capacity as the Martinsville <br />Redevelopment and Housing Authority, was held for the purpose of taking public comment on the adoption <br />of Resolutions by both entities, to approve the Moss/Barton Neighborhood Redevelopment Plan. The <br />Martinsville Redevelopment and Housing Authority was convened upon motion, duly seconded and by <br />unanimous vote. Mr. Wayne Knox, Planning, Zoning and Housing Manager, and Mr. Ken Poore, of Ken <br />Poore and Associates, Consultants, presented the Neighborhood Redevelopmerit Plan, as proposed. In <br />addition, a brief history of Community Development Block Grants in Martinsville, and a description of <br />program elements, activity areas, and regulations was provided. Following a question and answer session for <br />the Council, Mayor Adams declared the Joint Public Hearing open. Speakers included: <br /> <br /> Mrs. Betty McDowell- Mrs. McDowell came to update the Council on the rehabilitation work being <br />done on the home of her mother, Mrs: Cora Gardner, a resident of Moss Street for 55 years. Mrs. McDowell <br />reported that although some of the previously incomplete work had been accomplished, the contractor had <br />still not resolved the replacement of the storm door, even though he had given Mrs. Gardner a personal check <br />to reimburse her for her cost on this item. Mrs. McDowell once again reinforced the statement that her <br />mother did not want her money back, she wanted a new door. The contractor had, apparently, tried to modify <br /> <br />a standard size door to make it fit, but this was found to be completely unsatisfactory.
