<br />J98 <br /> <br />TUESDAY <br /> <br />FEBRUARY 10, 1959 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor John W. Shultz presiding, was held in the Council Chamber, <br /> <br /> <br />City Hall, Tuesday, February 10, 1959, at 7:30 P.M., all members being present, <br /> <br /> <br />as follows: Mayor and Councilman John W. Shultz; Vice-Mayor and Councilman <br /> <br /> <br />E. E. Stone; and C ounc ilmen Rives S. Br own, Jr., Thomas J. Burch, and Clarence <br /> <br /> <br />C. Donavant. <br /> <br />After the invocation, Council approved as read the minutes of its regular meetirg <br />held January 27, 1959. <br /> <br />C ounc il noted the presence of local Boy Scouts who served as counter-parts of <br /> <br /> <br />various city officials during the day which was designated as "Boy Scout Govern- <br /> <br /> <br />ment Day". Council commended these boys for the excellent manner in which they <br /> <br /> <br />conducted themselves and for their interest in local government. <br /> <br />A proposed ordinance which would amend Section 18-3 of the City Code pertaining <br /> <br /> <br />to sewer connection regulations, up for third reading, was referred back to City <br /> <br /> <br />Manager Hirst and City Attorney Taylor for revision in order to clarify its <br /> <br /> <br />application to those property owners who own satisfactorily-working septic tank <br /> <br /> <br />systems. <br /> <br />In accordance with duly-advertised public notice, Council conducted a public <br /> <br /> <br />hearing on a proposal to rezone from "A-I Residential" to If B-1 Business" that <br /> <br /> <br />property not already so zoned and located at the intersection of Spruce and <br /> <br /> <br />Brookdale Streets, as requested by Lanier.Farm, Inc., the owner. Council noted <br /> <br /> <br />that no one present presented any objections to the proposed rezoning and, upon <br /> <br /> <br />motion, accepted the Planning Commission's recommendation that the request be <br />
