<br />412 <br /> <br />TUESDAY <br /> <br />FEBRUARY 13, 1962 <br /> <br />The regular semi-monthly meeting of the Council of the City of Mar tinsville , <br /> <br /> <br />Virginia, '\'lith Mayor J. Frank Wilson presiding, was held in the Council Chamber, <br /> <br /> <br />City Hall, Tuesday, February 13, 1962, at 7:15 P.M., all members of Council <br /> <br />beirg present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick; Thomas J. <br /> <br />Burch; E. E. Stone; and Harry L. Boaz. <br /> <br />After the invocation, Council appr-oved as read the minutes of its regular meeting <br /> <br />held January 23, 1962, and of its special meeting held February 2, 1962. <br /> <br />After receiving City Manager Hirst's comments on recommendations recently made by <br /> <br />Mr. Frederick Heutte, of the Department of Parks and Recreation of the City of <br /> <br />Norfolk, Virginia, as to deyelopment of the City's East Church Street Park, <br /> <br /> <br />Council suggested that rough undergrowth be removed, drainage facilities be <br /> <br /> <br />installed, and preliminary gradi ng for trails and play areas be completed before <br /> <br /> <br />proceeding with further developme nt plans. CounciJ, meanwhile, continued Council- <br /> <br />men Burch and Stone as a special committee, along with Public Werks Director <br /> <br /> <br />George W. Brown, to direct the corntruction of drainage facilities and the <br /> <br /> <br />development of pl~ areas. <br /> <br />City Mana.ger Hirst remin:led Council of the advertised receiving of bids in <br /> <br /> <br />Richmond, Virginia, on Wednesday, February 21, 1962, on $1,300,000 Sewer Bonds <br /> <br />being offered for sale by the City. Members of Council indicated their intentions <br /> <br />of being present at the bid opening. <br /> <br />In recognition of the retirement of Mr. R. J. Barker, on December 31, 1961, as <br /> <br /> <br />an employee of the City's Public Works Departzllent, Council expressed its <br /> <br /> <br />appreciation of the capable services and faithful performance of duty performed <br /> <br /> <br />by Mr. Barker as a City employee. <br />
