Myers, Chairman of the Martinsville Library Board of Trustees, appeared <br /> <br />before Council and presented an outline of plans recorrnnended by the Library Board <br /> <br /> <br />for the construction and development of a new library building, including off- <br /> <br />street parking facilities, at the present librar.r site at 310 East Church Street, <br /> <br /> <br />C ouneH indicat:Lq; its endorsement of the proposed plans as presented. In addition, <br /> <br /> <br />Dr. Myers requested that Council appropriate for library operational expenses the <br /> <br />sum of $20,000.00 in the City's 1962-63 budget, which sum will permit the emp1oyiQ?; <br /> <br /> <br />of a full-time certified librarian as well as provide funds for the expanded <br /> <br /> <br />operat.ions and, also, Dr. Myers reqrnsted that the City undenvrite utility connection <br /> <br /> <br />expenses for the new building and the cost of paving the off-street parking area. <br /> <br />Mr. William R. Clarke and other residents and owners of property in the Chatham <br /> <br /> <br />Heights area of Sunset Drive, AllgUsta Street, and Benjamin Road, outside t.1.e City's <br /> <br />corporate limits, appeared before Council and presented their ~ITitten petition <br /> <br />requesting that their area be annexed and incorporated within the City's jurisdiction. <br /> <br />Council advised that this petition will be taken under consideration along with other <br /> <br /> <br />similar petitions recently received. <br /> <br />:fv!.r. Harrison Joyce, counsel for the Whittle Family Irrevocable Trust, petitioned <br />Council for the annexing of some 200 acres of land owned by the Whittle Trust and <br />located on and near Mulberry Road outside the City's corporate limits, part of which <br />property is scheduled for development under a subdivision development contract with <br /> <br /> <br />the City, dated September 2.5, 1961. In presenting this petition the owners of the <br /> <br /> <br />property expressed the desire to be permitted to develop its property under terms <br /> <br />of the City's subdivision ordinance as applicable to property development within <br /> <br />the City's corporate limits, pendirg a determination and mutual agreement as to <br /> <br /> <br />the status of the existing contract. Upon motion, duly secorrled and unanimousl,y <br /> <br />carried, Council instructed City Attorney Cubine to confer with counsel for the <br />
