L58

TUESDAY

APRIL 26, 1960

The regular s'3mi-monthly meetini:; of the Council of the City of Martinsville,

Virginia, with Mayor John W. Sh'..lltz presiding, was held in the Council Chamber,

City Hall, TuE3sday, April 26, 1960, at 7:15 P.M., with all members being

present, viz.., Mayor and C oureilman John W. Shultz; Vice-Mayor and Councilman

E. E. Stone; and Councilmen Thomas J, Burch, Clarence C. Donavant, and J. Frank

Wilson.

After the invocation, Council a:)proved as read the minutes of its regular meeting

held April 12, 1960 and of its special meetinr-; held April 21, 1960.

Council acknowled ed the presence of and extended its cordial welcome to Dr. Marion

Edmonds, recently-anpointed Director of the Martinsville-Henry County Health

Departrent.

Pursuant to duly-advertised notice, Council conducted a public heal~ing on the

Nea::;e-Vfheeler-Blackard rezoning petition conditionally approved by the Planning

Commission in its report to Comcil on April 12, 1960. City Manaf:;er Hirst cited the

following portions of the petition as a matter of record:

The front of this property facing Memorial Boulevard (Route 220) is
zoned for B-1 Business at present back to a depth of 150' measured
from the Memorial Bouleval'd right-of -way line. ~rJe s imply des ire
th::,t this bu,siness zoning be establishE,d back to a useable depth of
our property and that the rezoning end at the toe of the grade along the
entire north side of our property. This would leavo the slope back along
the nort); side of our property in the pr'esent residential zone and this
distance could be established at a later date.

'Ne realize tha.t the r02r of our property is in front or t.1.O Albert Harris
School. We plan to use our pror:erty for the development of a shopping
cent::~r which we feel would be a great improvement in appearance for
this area and 1Nhich at the same time would not be objectionable to the
school or any other properties. We agree as a condition to this rezoning,
if granted, that the development and use by us or others, of our property
herein described would be restricted B.nd limited to thofflstructures,
facilities and uses normally situated or established within a community
shop'Jing center.
