<br />47 <br /> <br />TUESDAY <br /> <br />NOVEMBER 23, 1965 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, November 23, <br /> <br />1965, beginning at 7:30 P.M., in the Council Chamber, City Hall, with all members <br /> <br />being present, viz., Mayor J. Frank Wilson; Vice-Mayor F. T. Renick, M.D.; <br /> <br />Harry L. Boaz, Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />""---,,, <br /> <br />meeting held November 9, 1965, and of its special meeting held November 17, 1965. <br /> <br />P-ursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on a proposal--approved by the Planning Commission by report dated October 26, <br /> <br />1965--to rezone to IIC-1 CommerciaP that portion of the K. C. Whittle property <br /> <br />along the northeast side of Brookdale Road, from its most northerly boundary line <br /> <br />to a line perpendicular to Brookdale Road opposite the intersection of curb-and- <br /> <br />gutter at Brookdale Road and Spruce Streets. A number of residential property <br /> <br />owners in the Spruce Street-Windsor Lane-A~lburn Place area appeared before Council <br /> <br />and registered their objections to the proposed rezoning; and Mr. Stafford G. Whittle, <br /> <br />III, Agent for petitioner, was also present in support of the petition. After some <br /> <br />discussion, Council continued this matter for further study. <br /> <br />Also pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on a proposal--also approved by the Planning Commission by report dated October 26, <br /> <br />1965--to rezone to IIC-2 Commercial" that property identified as the Ben W. Via property <br /> <br />located on the west side of Ellsworth Street, adjacent to and south of the south line <br /> <br />of an alley between the Via property and the south line of property owned by the <br /> <br />First National Bank of Martinsville & Henry County. There being no objections <br /> <br />registered to this proposed rezoning, Council adopted the following ordinance <br /> <br />effecting said rezoning and amending the City's Zoning Code and Map: <br /> <br />Note: A~ayor Wilson abstained from discussing and voting because <br />of interest of First NationB.l Bank, of which he is an <br />officer. <br />
