<br />J60 <br /> <br />TUESDAY <br /> <br />FEBRUARY 9, 1965 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, February 9, <br /> <br /> <br />1965, in the Council Chamber, City Hall, beginning at 7~30 P.M., all members <br /> <br /> <br />of Council being present with the exception of Vice-Mayor Fred T. Renick, M.D., <br /> <br /> <br />who was absent because of illness, members present being: Mayor J. Frank <br /> <br />Wilson; Harry L. Boaz; Thomas J. Burch; and E. E. 'Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held January 26, 1965. <br /> <br />In connection with the contemplated capital improvements program and the plan <br /> <br />of financing same offered by City Manager Hirst on January 12, 1965, and <br /> <br /> <br />generally accepted by Council on same date, City Attorney Cubine presented <br /> <br />drafts of tax increase ordinances in keeping with Council's directive of <br /> <br />January 12th, viz., (1) motor vehicle license tax ordinance to become <br /> <br /> <br />effective March 15, 1965; (2) supplemental utility tax ordinance predicated <br /> <br /> <br />upon amount of monthly electric bill to each customer; and (3) real estate tax <br /> <br /> <br />ordinance which would increase the tax rate on the 1965 levy from $1 .85 to <br /> <br />$2.00 per one hundred dollars of assessed valuation. After some discussion <br /> <br />and after receiving some protests from several citizens present as to the <br /> <br />equitableness of the proposed utility tax, Council placed these ordinances <br /> <br />on first :C'eading. <br /> <br />Pursuant l~O Council's instructions of January 26, 1965, a special committee <br /> <br />(composed of Councilman Burch, City Manager Hirst, and Public Works Director <br /> <br /> <br />George W. Brown) reported that it has viewed Courtland Street--leading off <br /> <br /> <br />Forest Street--and has agreed with Mr. T. J. Childress, Jr., that the City <br />
