<br />34 <br /> <br />TJESDAY <br /> <br />DECEtv'illER 1 5, 1964 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Ivlayor J. Frank Wilson presiding, was held Tuesday, December 15, <br /> <br /> <br />1964, beginning at 4:45 P.M., in the Council Chamber, City Hall, and with all <br /> <br /> <br />members being present excepting Councilman Thomas J. Burch, viz., Ivlayor J. Frank <br /> <br />Wilson; Vice-Mayor Fred T. Renick, M.D.; Harry L. Boaz; and E. E. stone. <br /> <br />,- <br /> <br />After the invocation and roll call, Mayor Wilson stated the purpose of this <br /> <br />special meeting, being that covered hereinafter by these minutes. <br /> <br />City Ivlanager Hirst reported that, as a result of recent conferences with <br /> <br />representatives of the Virginia Department of Highways, there is no likelihood <br /> <br />that the Highway Department will consider--within the next one-to-two years-- <br /> <br />constructing a highway by-pass around the City's southwestern corporate limits <br /> <br />and, therefore, the City should proceed with its proposed Smith River sewer <br /> <br />line in accordance with approved plans, including the proposed tunnel through a <br /> <br />hill-side to the north of the dupont plant. In addition, City Manager Hirst <br /> <br />reported that the Highway Department looks with favor on relocating Route 57 <br /> <br />west from Chatham Heights so as to include, and tie in with, a portion of the <br /> <br />City's proposed Northside "loop", to be financed 85% from Federal-State funds and <br /> <br />15% from the City. With instructions that copies be forwarded to Highway <br /> <br />Commissioner S. S. Flythe and to the Virginia Department of Highways, Council <br /> <br />unanimously adopted the following resolution requesting the re-routing of <br /> <br />State Route 57 within the City's corporate limits: <br />(SEE INSERT) <br /> <br />Upon motion, Council unanimously authorized the execution by City Manager Hirst-- <br /> <br />on behalf of the City--of two agreements with Commercial Properties, Inc., <br /> <br />developers of the Patrick Henry Shopping Mall, which agreements provide (1) for <br /> <br />general contractual conditions covering development of the Mall and (2) for the <br />
