<br />1~ <br /> <br />THURSDAY <br /> <br />SEPrEMBER 26. 196~ <br /> <br />The regular semi-monthly meeting (postponed from September 24, 1963, as per <br />minutes of September 10, 1963) of the Council of the City of Martinsville, <br />Virginia, with Hayor J. Frank Wilson presiding, was held in the Council Chamber, <br />City Hall, Thursday, September 26, 1963, beginning at 7:30 P.M. All members of <br />Council were present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick; <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br />meeting held September 10, 1963. <br /> <br />With reference to permission given by Council during its regular meeting held <br /> <br /> <br />September 10, 1963, to Mt-s. Florinne A. Campbell and Mr-s. Odessa Ramsey to extend <br /> <br /> <br />a City water main to serve their four lots on Edgewood Place near Grandview Street, <br /> <br /> <br />the Planning Commission reported that such an extension will comply with the City's <br /> <br /> <br />regulations and with Planning Commission requirements but would necessitate <br /> <br /> <br />execution of a formal agreement or contract between the City and the property owners. <br /> <br />As requested by Council during its September 10th meeting, City Manager Hirst <br /> <br />reported on conditions--both prior and existing-found in connection with a water <br /> <br />drainage problem cited by Mr'. Ronald Brugge, of 901 Clarke Road. From this report <br /> <br />it was concluded that there rests no responsibility or liability upon the City for <br /> <br />these conditions; however, Council suggested that City Manager Hirst and Public <br /> <br />Works Director George W. Brown assist in mediating this problem between the property <br /> <br />owners, the builder of the homes involved, and the developer. <br /> <br />Council acknowledged receipt of copies of the Report on Audit for the City's fiscal <br />year ended June 30, 1963, as prepared by the accounting firm of William Z. Ford, CPA. <br />
