172 TUESDAY AUGUST 13. 1963 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held in the Council Chamber, City Hall, Tuesd~, August 13, 1963, beginning at 7:30 P.M. All members of Council were present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick; Harry L. Boaz; Thomas J. Burch; and E. E. Stone. After the invocation, Council approved as recorded the minutes of its regular meetings held July 9, 1963 and July 23, 1963, and of its special meeting held August 6, 1963. By report dated August 6, 1963, the City's Planning Commission recommended that the rezoning petition recently submitted by Messrs. W. M. Carter and C. R. Minter-- requesting the rezoning to "B-2 Industrial" of two lots on the south side of Chatham Road opposite the Wilson Antique Shop at the corner of Bethel Lane and Chatham Road--be denied, reasons for which are as follows: 1. That the topograph of the property is such that it better lends itself to development for residential purposes with access thereto from Sherwood Court which lies immediately to the rear of the property; 2. That development of the property for the proposed use could possibly create undesirable truck traffic through the residential property lying to the rear and already developed; 3. That the petition, as submitted, is for spot zoning, lying between two occupied residences now fronting Chatham Road; and 4. That there exists in the City at this time considerably more land with the proper zoning for this type use than will be utilized for some time to come.
