<br />.,., (' <br />l) ) <br /> <br />TUESDAY <br /> <br />MAY 24, 1966 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, May 24, <br /> <br />1966, beginning at 7:30 P.M., in the Council Chamber, City Hall, all members <br /> <br />being present, viz., Mayor J. Frank Wilson; Dr. F. T. Renick, Vice-Mayor; <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held May 10, 1966, and of its special meeting held May 17, <br /> <br />1966. <br /> <br />In connection with pending electric utility attachment agreement between the <br /> <br />City and Clearview Cable Television Company, holder of recently-awarded <br /> <br />CATV franchise, City Manager Noland recommended that the agreement or contract <br /> <br />be written for a period of two years with an automatic renewal of three years, <br /> <br />subject to six-months' written notice to cancel by either party, and with <br /> <br />automatic renewal year-by-year for the remaining five years of the franchise <br /> <br />agreement. City Manager Noland proposed, too, an initial $1.00 per pole <br /> <br />inspection fee. Council, however, unanimously directed that the attachment <br /> <br />agreement "run with the franchise", Le., for the entire ten years of the <br /> <br />franchise agreement, at an annual rental of $3.00 per pole in service, with the <br /> <br />City to absorb the inspection costs, including records-keeping. <br /> <br />Upon recommendation of City Manager Noland, in conjunction with the City's <br /> <br />consulting engineers and with the City's Department of Electricity, Council <br /> <br />adopted the following policy to govern electric underground services in <br /> <br />subdivisions: <br />
