<br />B7 <br /> <br />TUESDAY <br /> <br />JULY 25, 1972 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, July <br /> <br />25, 1972, in the Corporation Courtroom of City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., Mayor F. T. Renick, M.D.; Francis T. West, <br /> <br />Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />,- <br /> <br />After the invocation, Council approved as recorded the minutes of its <br /> <br />regular meeting held July 11, 1972. <br /> <br />,- <br /> <br />Pursuant to duly-advertised public notice, Council and the Planning Commission <br /> <br />conducted a joint public hearing on an Application for a Special-Use fermit <br /> <br />as filed with Council on June 13, 1972, by the Honorable J. English Ford, <br /> <br />Judge of the Sixth Regional Juvenile & Domestic Relations Court, to allow <br /> <br />said Court to establish and operate--in conjunction with the State Department <br /> <br />of Welfare & Institutions--a probation house at the southwest corner of <br /> <br />Cleveland-and Brown Streets. Speaking on behalf of the proposed project <br /> <br />and the proposed location thereof were Judge Ford, Mrs. Robert H. Spilman, <br /> <br />Dr. John D. French, Mrs. Charles T. Fleenor, Jr., Mr. Woodson Gardner, <br /> <br />Attorney Howard J. Beck, Jr., and Mrs. James O. Morris, Jr., with Mr. Beck <br /> <br />presenting supporting resolutions from the Martinsville Jaycees and the <br /> <br />Board of Directors of the local Big Brothers organization. It was also <br /> <br />noted that Mrs. Morris resides in the area from which citizens' opposition <br /> <br />(as to location) has been registered. Meanwhile, Judge Ford reviewed with <br /> <br />Council and the Planning Commission his several prior presentations, <br /> <br />including the purpose the Probation House would serve, the extent of and <br /> <br />supervisory control required, the type of boys who would be assigned thereto, <br /> <br />as well as the extensive but unsuccessful search for suitable quarters and <br />
