No citizen, it was brought out, has expressed opposition <br /> <br />to such a project and the only opposition has been to the proposed site <br /> <br />and that opposition being generally from citizens and/or owners of property <br /> <br />within the immediate area, who cited opinions that the proposed project at <br /> <br />the proposed site would tend to depreciate the value of area residential <br /> <br />properties; increase the traffic hazards in the area; and produce <br /> <br />environmental conditions inconsistent with those presently associated with <br /> <br />the area, to the detriment and jeopardy of the area residents. Representing <br /> <br />and speaking for the area residents were: Mr. J. William Jones, III; Mrs. <br /> <br />H. I. Tuggle; Mrs. J. W. Jones, III; Mrs. Fred Robbins and her son, Cecil <br /> <br />Robbins; Mrs. G. B. Spencer; and Mr. Jackson C. Dodge, on behalf of <br /> <br />Cornerstone Apartments. Suggesting that such a probation house might be <br /> <br />of more benefit to everyone concerned, if it be located in a rural-type area, <br /> <br />were Mr. W. W. Clingenpeel and former Councilman E. E. Stone. In addition, <br /> <br />Mr. A. C. Drewery and Mrs. Freda D. Worthington stated that their properties <br /> <br />on the east side of Cleveland Avenue, near Church Street, are available for <br /> <br />such a project. At the conclusion of this hearing, the Planning Commission <br /> <br />convened and then reported to Council that the Commission--with Attorney James <br /> <br />H. Ford abstaining--found that merits of the project and the overall interest <br /> <br />of the Community, as a whole, override the objections raised by the opponents <br /> <br />and, therefore, the Commission recommended that the application be approved. <br /> <br />Concurring unanimously with the Commission, Council approved said application <br /> <br />and granted said Special-Use Permit. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on a petition--as amended and carrying the Planning Commission's approval-- <br /> <br />that certain property owned by Kings Mount Development Corporation, as <br />
