<br />2UtJ <br /> <br />TUESDAY <br /> <br />DECEMBER 28, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br /> <br />December 28, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., F. T. Renick, M.D., Mayor; Francis T. West, <br /> <br />Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held December 14, 1971. <br /> <br />As agent for Cornerstone Apartments and in connection with Special-Use <br /> <br />Permit issued to Cornerstone Apartments under date of September 21, 1971, <br /> <br />Mr. Frank D. Fulton, Vice President & Trust Officer of The First National <br /> <br />Bank of Martinsville & Henry County, appeared before Council and filed a <br /> <br />request for an amendment to--or modification of--said Special Use Permit <br /> <br />which would allow and authorize petitioner to construct three one-bedroom <br /> <br />apartments instead of the originally-contemplated one three-bedroom <br /> <br />apartment on the ground level of the proposed addition to said apartment <br /> <br />complex. Upon being advised by City Attorney Cubine that, in his opinion, <br /> <br />this request and the amending or modifying of said Permit will not require a <br /> <br />public hearing, Council unanimously approved said request, contingent upon--and <br /> <br />subject to--the approval of the Planning Commission, to which agency the request <br /> <br />was referred. <br /> <br />Supplementing information presented to Council at its December 14th meeting, <br /> <br />pertaining to the feasibility of filing an application for Federal funds <br /> <br />to employ an "under-employed" or unemployed person for one of several special <br /> <br />projects, City Manager Noland--by memorandum dated December 23, 1971--proposed <br />
