<br />)1.\(' <br />~ -' ) <br /> <br />TUESDAY <br /> <br />JUNE 22, 1971 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, June <br /> <br />22, 1971, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis <br /> <br />T West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held June 8, 1971. <br /> <br />With reference to Commissioner of Revenue Hanel's inquiry of Council at <br /> <br />Council's June 8th meeting, pertaining to method of assessing personal property <br /> <br />and machinery & tools for local tax purposes, City Attorney Cubine reported that, <br /> <br />having examined applicable Virginia statutes, he sees no conflict of the <br /> <br />Commissioner's current assessing practice therewith and, moreover, sees no need <br /> <br />to change or depart therefrom. Council unanimously accepted the City Attorney's <br /> <br />report and opinion. <br /> <br />Dr. John D. French appeared before Council on behalf of the Patrick Henry Mental <br /> <br />Hygiene Clinic and its current financial needs, which needs have come about from a <br /> <br />withdrawal of Federal funds and will become more acute with the anticipated phasing <br /> <br />out of local United Fund support, although more State aid will become available <br /> <br />if the clinical staff can consist of one or more full-time psychologists and a <br /> <br />regularly-scheduled part-time psychiatrist. Dr. French reported that competent <br /> <br />personnel in these two fields are now available but the employing of such personnel <br /> <br />hinges upon financial support from both the County of Henry and the City of <br /> <br />Martinsville, perhaps on the basis that Patrick County now supports, viz., patient- <br /> <br />hours of citizens from the respective jurisdictions, and not including fees collected <br />
