Dr. French pointed out further that the patient <br /> <br />load is increasing, partially from the releasing from State hospitals of patients <br /> <br />to the communities for local attention rather than retain such patients for <br /> <br />long-term care unless otherwise required, and partially from the development of <br /> <br />new drugs, the use of which enables some patients to return to active citizenship. <br /> <br />On the basis of the Clinic's anticipated 1971-72 budget and needs, it was estimated <br /> <br />that the total sum of $5,332.00 would be required to balance said budget, hopefully <br /> <br />shared by the County of Henry and the City of Martinsville inasmuch as the Clinic <br /> <br />has no other recourse. Similarly, Dr. French indicated that the Clinic's 1972-73 <br /> <br />budget will anticipate a contribution of a total of $l5,050.00 jointly by the two <br /> <br />governing bodies. After some discussion, and upon motion (duly seconded and <br /> <br />unanimously carried), Council went on record as showing the City of Martinsville's <br /> <br />intent to assume a share of the 1971-72 balancing need of $5,000.00, i.e., pro-rated <br /> <br />to the patient-hours represented by patients from the City of Martinsville to the <br /> <br />total of patient-hours devoted to patients from both the City and the County of Henry. <br /> <br />J.-- <br /> <br />Col. Walter E. Mather, Executive Director of the West Piedmont Planning District, <br /> <br /> <br />and City Manager Noland brought to Council's attention the fact that--if specified <br /> <br /> <br />criteria are met--mental and health agencies of the Commonwealth of Virginia will <br /> <br /> <br />construct and operate a l20-bed mental hospital in Danville, Virginia or within a <br /> <br />radius of twenty-five miles of Danville, location of such a hospital to be <br /> <br />determined by the State Department of Health. Dr. John D. French commented on the <br /> <br />purpose of such a hospital, viz., to treat on relatively a short-term basis the <br /> <br />acutely-ill mental patients; and, Councilman W. D. Hartford, a member of the Board <br /> <br />of Trustees of Memorial Hospital of Martinsville & Henry County, indicated that said <br /> <br />Board has gone on record as being in favor of locating such a hospital in the community. <br /> <br />Upon motion, duly seconded and unanimously carried, Council directed City Manager Noland <br /> <br />to contact--and obtain from--the local medical society and the Hospital Board and any <br />
