,2B

TUESDAY

JUNE 22, 1971

other groups and/or individuals expressions of interest and support, if any, in

this project, especially as to available sites which would be donated, and to

report thereon to Council at Council's forthcoming July 13th meeting.

City Manager Noland informed Council of revisions by the 1970 General Assembly

in the State Retirement Act by which law enforcement personnel of member-agencies

may be afforded--if the locality subscribes and agrees--the same early retirement

provisions afforded the Virginia State Police. Accordingly, eligible law-enforcement

personnel of the City who are members of the Virginia Supplemental Retirement

System, could be afforded these early retirement provisions should the City agree to

assume the financial cost or liability therefor, which cost and liability are yet to

be ascertained. Accordingly, Council authorized City Manager Noland to investigate

further all pertinent facets of the revised Retirement Act and to report back to

Council thereon.

Council agreed to conduct its annual (1971) inspection tour of proposed curb-and-

gutter projects on Thursday, July 1st.

Upon being informed that Mr. James R. English, whose current term as a member of the

City School Board expires June 30th, does not desire to be considered for reappointment

thereto, Council unanimously expressed its gratitude to Mr. English for his many

years--since November of 1947--of outstanding service in this capacity, directing

its Clerk to convey by letter to Mr. English an appropriate expression of appreciation.

Upon motion, duly seconded and unanimously carried, and there being no other

nominations, Council appointed Mr. Jackson L. Kiser, Attorney at Law, to succeed

Mr. English as a member of the City School Board for a three-year term beginning

July 1, 1971.
