<br />lno <br /> <br />TUESDAY <br /> <br />NOVEMBER 24, 1970 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br /> <br />November 24, 1970, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor Francis <br /> <br />T. West; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held November lO, 1970. <br /> <br />Dr. C. J. Mathes, Director of the District Health Department, appeared before <br /> <br />Council and presented a progress report on the following matters previously <br /> <br />discussed with Council as well as commented on new developments within the <br /> <br />Health Department, as follows: <br /> <br />(l) General housekeeping in downtown area (streets, walkways, and <br />alleyways) - as a result of weekly surveillance by Health <br />Department and the issuance of some notices "to comply", and with <br />fine cooperation of merchants, marked improvement has been noted; <br /> <br />(2) As a result of concentrated effort during past three months, and <br />with good cooperation on part of property owners, progress has <br />been made and is being made toward eliminating "privies" or <br />outside toilets through installation of plumbing facilities <br />and connections thereof with City sewer lines; <br /> <br />(3) A vacancy in the position of Sanitarian is being filled, with <br />Mr. Charles Freeman assuming duties thereof early January, 1971; <br /> <br />(4) A vacancy in the position of Dentist has been filled and services <br />of the dentist will be limited to the "Indigent Children Program", <br />except in dire emergencies he may treat Medicaid patients referred <br />by the City and Henry County Departments of Social Services; <br /> <br />(5) The proposed Venereal Diseases Clinic should be in operation soon <br />after January l, 1971; however, it is not intended to supplant <br />and/or replace treatment of VD patients by private physicians <br />although the Clinic will receive referrals from said physicians; <br /> <br />(6) The City's anticipated share of the Department's 1971-72 Budget <br />should not exceed the City's current share (l970-7l) by more than <br />$100.00; and <br />
