<br />..-- <br /> <br />,......- <br /> <br />fi <br /> <br />TUESDAY <br /> <br />JUNE 16, 1970 <br /> <br />A special and duly-advertised meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, June 16, 1970, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., Mayor F. T. Renick, M.D.; Francis T. West, View Mayor; Harry L. <br /> <br />Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />The purpose of this special meeting, as advertised, was to receive comments and/or <br /> <br />suggestions from interested citizens on the City's proposed 1970-71 Budget. After <br /> <br />the invocation, City Manager Noland informed Council that the State Department of <br /> <br />Welfare & Institutions has agreed to increase the allowance rate for state-offense <br /> <br />prisoners in custody of the City's Jail Farm from $2.00 per prisoner day to $4.04 <br /> <br />per prisoner day, presumably effective July 1, 1970; that the additional cost to <br /> <br />the City for increased premiums and increased benefits of group insurance for City <br /> <br />employees will be approximately $11,400.00 next budget year, necessitating an <br /> <br />addition of this amount to the recommended budget appropriation; and that, because <br /> <br />of now-known debt service requirements on a new School Literary Fund loan dated <br /> <br />May 1, 1970, the recommended appropriation for this purpose can be reduced by <br /> <br />$10,000.00 for the 1970-71 budget year. City Manager Noland suggested that these <br /> <br /> <br />adjustments be effected when Council adopts the budget in final form. <br /> <br />The following citizens appeared before Council and presented comments, suggestions, <br /> <br />and/or recommendations covered hereinafter in summary, in connection with the <br /> <br />proposed 1970-71 budget: <br /> <br />(1) Mr. William B.
