<br />8 <br /> <br />TUE SDA Y <br /> <br />JUNE 16, 1970 <br /> <br />force for several years) cost on each civil warrant, to <br /> <br />finance Law Library, as unfair and inequitable or as a <br /> <br />"class" tax against the poor; instead, recommended <br /> <br />elimination of such cost and financing of Law Library <br /> <br />from general funds; and <br /> <br /> <br />(b) Although in favor of proposed semi-annual billing for <br /> <br /> <br />and payment of real estate taxes, recommended that for <br /> <br /> <br />1971 taxpayers be permitted to pay one-fourth of 1971 <br /> <br />real estate taxes in June, one-fourth in September, and <br /> <br />the remaining one-half by December 5th. <br /> <br />(2) Mr. Donald McCullough - <br />(a) Continue tax billing on annual basis, as heretofore; <br /> <br />(b) Reduce proposed 1970-71 budget accordingly; <br /> <br />(c) On construction projects, particularly highway projects, <br /> <br />require presentation in detail of estimated costs thereof; <br /> <br />(d) Establish "pay-as-you-go" financing principle for major <br /> <br />construction projects; and <br /> <br />(e) Establish sinking fund to anticipate early retirement of <br /> <br />City's indebtedness. <br /> <br />(3) Messrs. Joseph W. Pritchett and J. B. Travis - <br /> <br />(a) Expressed approval of major street improvements planned <br /> <br />but, also, expressed opinion more money should be provided <br /> <br />for widening and improving such streets as Pine Hall Road, <br /> <br />"A" Street, portion of "B" Street, and Roundabout Road which, <br /> <br />in their present conditions, are congested and constitute <br /> <br />hazards to both vehicular and pedestrian traffic. <br /> <br />,~",_""~,,~,~_,,,_,_~,~__,,_,._,,_~_,__~_""_.___>O"_""_".._._"~,'".. . _.'.__ .....___u,".__,."''''......_H.''.______ <br />
