<br />9 <br /> <br />TUESDAY <br /> <br />JUNE 16, 1970 <br /> <br />- <br /> <br />(4) Mr. T. Ellis Hodgin - <br /> <br /> <br />(a) Opposed continuation of "freell library service by City <br /> <br /> <br />to users residing outside of City; and <br /> <br /> <br />(b) Criticized, by inference, judgment of those City personnel <br /> <br />in administrative positions and the expending of monies for <br /> <br />legal services, need for which might be avoided by--in his <br /> <br />terminology--exercising of proper administrative judg~ment. <br /> <br />Upon motion, duly seconded and unanimously carried, Council postponed adoption <br /> <br />of a 1970-71 City Budget until its forthcoming June 23rd meeting, meanwhile <br /> <br />indicating that consideration would be given to the suggestions offered by these <br /> <br />citizens. <br /> <br />Pursuant to formal request filed by the Martinsville Volunteer Fire Company, <br /> <br />Council granted permission to this organization to conduct its forthcoming 1970 <br /> <br />Bazaar at Brown Street Field during the period June 22nd-June 27th, thus <br /> <br />continuing in force the special-use permit (and the condition attached thereto) <br /> <br />granted for this purpose on May 28, 1968, which permit was then issued for a <br /> <br />period of three consecutive years and, accordingly, will expire at the conclusion <br /> <br />of the 1970 Bazaar. <br /> <br />,-- <br /> <br />Mr. Ben White, representative of Triangle Development, Johnson City, Tennessee, <br /> <br />and Mr. U. G. Trivett, Jr., of Trend Builders, Inc., Johnson City, Tennessee, <br /> <br />appeared before Council and requested Council to adopt a resolution which would <br /> <br />permit participation by local housing owners in a Federal Rent Supplement Program <br /> <br />under provisions of Section 101 of the Federal Housing & Urban Development Act <br /> <br />of 1965. If such a resolution be adopted, Messrs. White and Trivett indicated <br /> <br />their intention to build and operate a low-income housing project of fifty units <br />
