--, 34~ TUESDAY DECEMBER 31, 1974 The regular semi-monthly meeting (rescheduled from Tuesday, December 24, 1974) of the Council of the City of Martinsville, Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, December 31, 1974, in the Council Chamber, City Hall, beginning at 1:00 P. M., all members being present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; Morton W. Lester; G. S. Fitz-Hugh; and Barry A. Greene. --.. After the invocation, Council approved--as recorded--the minutes of its regular meeting held December 10, 1974. In connection with said minutes and the reference therein as to contemplated procedure for compensating police officers performing off-duty services for second employers, City Manager Noland explained that, under a recent ruling from Federal authorities, the City will not be involved in any way where such officers work for second employers. Pursuant to duly-advertised public notice, Council conducted a Public Hearing on proposed changes to and/or revisions of the City Charter. There being no objections registered by anyone to said proposed changes and/or revisions, Council unanimously adopted the following resolution authorizing and directing City Manager Noland to request the 1975 Virginia General Assembly to amend the City's Charter accordingly, pursuant to said Public Hearing notice: BE IT RESOLVED by the Council of the City of Martinsville, Virginia, after a public hearing duly held after proper notice on December 31, 1974 that the City Manager be, and he hereby is, authorized and directed to request the General Assembly, in the manner provided in Section 15.1-834 of the 1950 Code of Virginia, as amended, to amend the Martinsville City charter in accordance with the provisions of the notice of the aforesaid public hearing, a copy of which is attached hereto and made a part of this resolution.
