<br />328 <br /> <br />TUESDAY <br /> <br />NOVEMBER 12, 1974 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Harry L. Boaz presiding, was held Tuesday, November 12, 1974, in <br /> <br />the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz. <br /> <br />Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; Morton W. Lester; G. S. Fitz-Hugh, Jr.; <br /> <br />and Barry A. Greene. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held October 22, 1974. <br /> <br />Prior to beginning its regular order of business, Mayor Boaz and Council recognized <br /> <br />Mr. Douglas Dean Gregory, an employee of the City's Electric Department since November 1, <br /> <br />1945, on the occasion of his retiring as of October 31, 1974, and presented Mr. Gregory <br /> <br />with a token of appreciation for his long and faithful service. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a proposal <br /> <br />whereby--in lieu of Mr. W. A. Mason's petition (dated April 17, 1974) requesting the <br /> <br /> <br />abandonment in his favor of a .047-acre parcel located at Starling Avenue and Memorial <br /> <br /> <br />Boulevard--the City will exchange a portion of its right-of-way at said location for two <br /> <br />small triangular portions of petitioner's adjoining property. There being no objections <br /> <br />thereto by anyone, and upon motion (duly seconded and unanimously carried), Council authorized <br /> <br />the proposed exchange of property. <br /> <br />Also pursuant to duly-advertised public notice, Council conducted a public hearing on two <br /> <br />property rezoning petitions recently filed by Lester Properties and/or The Lester Group, one <br /> <br />requesting the rezoning to "R-9" of a tract consisting of approximately three acres of land <br /> <br />situated on the east side of Fairy Street and the other requesting the rezoning to "C-3" of <br /> <br />property situated on the south side of Commonwealth Boulevard. Included in said public notice <br /> <br />was petitioner's application for a Special-Use Permit to allow construction of an office complex <br /> <br />,I <br />
