<br />p" <br />,j. <br /> <br />TUESDAY APRIL 10, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Francis T. West presiding, was held Tuesday, April 10, 1973, <br /> <br />beginning at 7:30 P.M., in the Council Chamber, City Hall, all members being <br /> <br />present, viz., Mayor Francis T. West; Harry L. Boaz, Vice Mayor; W. Donald Hartford; <br /> <br />William D. Hobson; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as read--the minutes of its regular meeting <br /> <br />held March 27, 1973, and of its special meetings held March 29, 1973, and April 2, <br /> <br />1973. <br /> <br />Vice-Mayor Boaz brought to Council's attention the fact that Mr. D. B. Hanel, <br /> <br />Commissioner of the Revenue, in filing his 1973-1974 budget requests with the State <br /> <br />Compensation Board, as presented to and approved by the Council on March 27, 1973, <br /> <br />included no increase in salary for himself inasmuch as it was his understanding <br /> <br />that his present rate of compensation constituted a "ceiling" or maximum for his <br /> <br />position. Vice-Mayor Boaz further pointed out that subsequent consultation by Mr. <br /> <br />Hanel with the Compensation Board revealed that said present rate is not the <br /> <br />"ceiling" or maximum for this position and, also, that the Board would entertain <br /> <br />a request for a 5~% increase. Accordingly, Council unanimously authorized Mr. <br /> <br />Hanel to file an amended request for a 5~% salary increase (for 1973-1974) for <br /> <br />himself . <br /> <br />Vice-Mayor Boaz, Chairman of a Special Committee appointed to consider a request <br /> <br />(filed last year) for "free" bus service for all local school students, presented <br /> <br />his committee's report in which was recommended that the City, through its budget, <br /> <br />finance the cost of transporting those indigent school children who do not live <br /> <br />within a reasonable walking distance from the schools to which they are assigned. <br /> <br />The committee also recommended that determination of eligibility (of those who <br />
