<br />-) . <br />~J: <br /> <br />TUE SDA Y <br /> <br />MARCH 13, 1973 <br /> <br />The Mayor and Council of the City of Martinsville, Virginia, met in regular <br /> <br />session at the Council Chamber of said City at 7;30 o'clock, P.M., on the <br /> <br />thirteenth day of March, 1973. <br /> <br />Mayor Francis T. West presided and called the meeting to order, followed by <br /> <br />the invocation, after which the minutes of Council's regular meeting held <br /> <br />February 27, 1973, were approved as read. The following members, constituting <br /> <br />a quorum, on roll call, were present: Mayor Francis T. West; Harry L. Boaz, <br /> <br />Vice Mayor; and Councilmen W. Donald Hartford, William D. Hobson, and Morton <br /> <br />W. Lester. (Absent: none). <br /> <br />Pursuant to duly-advertised public notice, Council conducted a Public Hearing <br /> <br />on a proposal recommended by the Planning Commission to amend Paragraph llF" of <br /> <br />Section V of the City's Zoning Ordinance to allow, under conditions set forth <br /> <br />therein, the business of Interior Decoration and Designing in llP_2" zones, in <br /> <br />connection with petition filed December 12, 1972, by Mr. Daniel L. Manson, <br /> <br />Attorney at Law, on behalf of Dr. John D. French. After explanatory comments, <br /> <br />as to the wording of the proposed ordinance amendment, by Mr. Manson, and with <br /> <br />comments as to the transitional nature of certain areas by Mr. Leon Globman, <br /> <br />member of the Planning Commission, and there being no objections to the <br /> <br />proposed amendment registered by anyone, Council unanimously adopted the following <br /> <br />ordinance effecting said proposed amendment: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this thirteenth day of March, 1973, that <br />Paragraph "F" of Section V of the Zoning Ordinance of the City of <br />Martinsville be, and is hereby, amended to include the following as <br />sub-paragraph No. 7 (with present sub-paragraph numbers 7 through 10 <br />to be re-numbered 8 through 11, respectively): <br /> <br />7. Interior Decoration and Designing, provided the conduct of such <br />use be entirely within a principal building designed for single <br />family occupancy and only by the owner and operator of such use <br />
