Should such use be established in an <br />existing building designed as a single family residence such building <br />may not be structurally altered or expanded for the duration of such <br />use. In the conduct of such use no space, such as a room or basement <br />area, shall be reserved for the storage of materials of any kind and <br />no paint shall be stored or kept on the premises. This shall not <br />preclude the display of "House Furnishings" throughout the living <br />areas of the building. Also in the conduct of such use there shall <br />be no manufacturing or repair work of furnishings allowed on the <br />premises. In connection with such use off-street parking shall be <br />provided as required in Section IX, Pars. B-1 and B-6. <br /> <br />Commissioner of the Revenue D. B. Hanel appeared before Council and outlined certain <br /> <br />procedures necessary to the "so-called" annual re.ssessment of real estate, in lieu <br /> <br />of the quadrennial assessment procedure heretofore followed by the City. In <br /> <br />connection with the suggested "annual" reassessment, Mr. Hanel introduced Mr. <br /> <br />Frank C. Jones, II, who was recently employed by Mr. Hanel as Real Estate Assessor. <br /> <br />After some discussion and comments by members of Council, the Commissioner was <br /> <br />directed to confer with City Attorney Worthy toward the preparation of documents <br /> <br />necessary to the changing of reassessment methods and procedures, which documents <br /> <br />and changes are to reflect and incorporate therein the wishes of Council expressed <br /> <br />in said discussion. <br /> <br />Mr. Herbert O. Hughes, Director of the City's Recreation Department and programs, <br /> <br />presented to Council Messrs. Oakley Fitzgerald, Wilbert Evans, and James Russell <br /> <br />Mason, who were recently cited by the Virginia Recreation & Park Society for their <br /> <br />outstanding service in a volunteer capacity toward furthering and improving recreation <br /> <br />programs and facilities for citizens of all ages in the City of Martinsville. In <br /> <br />recognining these citizens for their many man-hours voluntarily contributed to <br /> <br />these causes, and on behalf of the City and the Council, Mayor West presented <br /> <br />award plaques to each of these citizens. <br /> <br />-.. -~_."'-"-'-~-__'____~m__,._,__ <br />
