<br />8f'.' <br />o <br /> <br />TUESDAY. <br /> <br />MARCH 13, 1973 <br /> <br />Upon motion, duly seconded and unanimously carried, Council endorsed and approved <br /> <br />a proposed amendment to Section 1 of Article III of the Charter of the West <br /> <br />Piedmont Planning District Commission, providing that 11 <br /> <br />in the absence of <br /> <br />action by a governing body to designate a replacement for a serving citizen member, <br /> <br />he shall continue in office until such designation shall have been madell. <br /> <br />At the request of the local Retail Merchants Association, Council authorized the <br /> <br />City being the depository with regard to the financing of the cost of Christmas <br /> <br />decorations for the forthcoming Christmas seasons of 1973, 1974, and 1975. <br /> <br />Council referred to the Planning Commission, for its consideration and recornmenda- <br /> <br />tion, a petition filed by Mr. Benjamin R. Gardner, Attorney at Law, on behalf of <br /> <br />his client, the A, E & A Corporation, requesting the rezoning (to IIP_211) of said <br /> <br />corporation's property at 409 East Church Street. <br /> <br />Mayor West informed Council of the signal honor recently given City Manager Noland <br /> <br />through his having been invited and requested to serve on a special committee, <br /> <br />consisting of twenty city managers selected from allover the United States, in <br /> <br />an environmental workshop program sponsored by the U. S. Environmental Protection <br /> <br />Agency and the International City Managers Association, with special emphasis on <br /> <br />refuse collection and disposal. <br /> <br />Council ackno'Jledged receipt of a request submitted by the Henry County Public <br /> <br />Service Authority, asking that the agreement executed April 27, 1971 between the <br /> <br />City of Martinsville and said Authority be extended and enlarged to include a <br /> <br />portion of the Beaver Creek watershed area, the original agreement pertaining to <br /> <br />the transportation of wastewater from the Villa Heights-Gaynor Heights area (in <br /> <br />Henry County) for treatment by the City at its water pollution control plant. <br /> <br />-.......-"..".. .,._,.,"'_.".."-,.<.,'--,-~.~'"-~----- <br />
