<br />1", <br />J. ~ <br />e' \..... <br /> <br />TUESDAY <br /> <br />SEPTEMBER 26, 1972 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Francis T. West presiding, was held Tuesday, September <br /> <br />26, 1972, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., Francis T. West, Mayor; Harry L. Boaz, Vice <br /> <br />Mayor; W. Donald Hartford; William D. Hobson; and Morton W. Lester. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held September 12, 1972. <br /> <br />In acknowledging the presence of--and extending a warm welcome to--visitors <br /> <br />present, Council--through Mayor West--extended a special welcome to City <br /> <br />Attorney David B. Worthy on the occasion of his first official attendance at <br /> <br />a Council meeting. <br /> <br />Mayor West, in pointing out that the law firm of Clement, Wheatley, Winston & <br /> <br />Ingram (of Danville, Virginia), although retained by former City Attorney Irvin <br /> <br />W. Cubine to assist in the defense of the City in the current case of Fralin & <br /> <br />Waldron vs. Martinsville City Council and Martinsville Planning Commission, had <br /> <br />never received direct authorization from City Council to so represent and assist <br /> <br />the City, expressed the opinion that an official action should be recorded by <br /> <br />Council in this regard, further noting that this law firm has the full confidence <br /> <br />of Council and has ably represented the City thug far; whereupon motion, duly <br /> <br />seconded and unanimously carried, Council officially authorized the retaining of <br /> <br />this firm to represent and assist the City in its defense in the cited case and, also, <br /> <br />directed City Attorney Worthy to so advise the firm and to apprise the firm of <br /> <br />Council's wishes that the firm will so assist and represent the City. <br />
