<br />172 <br /> <br />TUESDAY <br /> <br />OCTOBER 11, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, October 11, 1977, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. <br /> <br />Oakes; and Francis T. West. <br /> <br />Following the invocation, Council postponed to its next regular meeting the reading <br /> <br />of minutes of Cbuncil's meetings held September 27, 1977 and September 28, 1977 and, <br /> <br />also, extended a warm welcome to Boy Scout Troop No. 326 visiting from Broad Street <br /> <br />Christian Church. <br /> <br />Upon motion, duly seconded, and unanimously carried, Council adopted an ordinance-- <br /> <br />as placed on first reading September 27, 1977 and as made a part of the minutes of <br /> <br />Council's September 27th meeting--effecting a "C-l" zoning of Lanier Farm's property <br /> <br />(not already so zoned) along the south side of Spruce Street and east side of Parkview <br /> <br />Avenue as well as specifying certain stipulations made a part of the ordinance and <br /> <br />constituting an amendment to the City's Zoning Map. <br /> <br />Mr. Ibn Abdul Rahman Farrakhan, Emam of Masjid Muhammad of Al-Islam, 1011 West <br /> <br />Fayette Street, Martinsville, presented to Council a letter dated October 3, 1977, <br /> <br /> <br />supplementing his presentation before Council on September 27th, in which he proposed <br /> <br />that the City (1) establish an after-dark curfew, (2) more strictly enforce the <br /> <br />Dangerous Drug Control Act, and (3) restrict the consumption of alcoholic beverages <br /> <br />to private properties, all in the interest of making Martinsville a better and safer <br /> <br />place in which to live, meanwhile offering the assistance and cooperation of his <br /> <br />group or congregation toward this goal and, also, expressing a desire for direction <br /> <br />and guidance from local law enforcement officers.
