<br />-," 1"".:>.1' <br />I C <br />...L Ii ~ <br /> <br />TUESDAY <br /> <br />APRIL 13, 1976 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi11e, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, April 13, 1976, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />Inasmuch as Council's Clerk was out of the City, by unanimous vote Council <br /> <br />asked the City Manager to serve as temporary clerk for this meeting. <br /> <br />Minutes of the regular meeting of March 23, 1976, and of the special <br /> <br />called meeting held at 12:30 P.M. on April 12, 1976 were approved as read. <br /> <br />At the beginning of the discussion of the first item on the agenda, having <br /> <br />to do with further consideration of the Parking Study Report and recommendations <br /> <br />of the Central Business District Commission, Councilman Greene explained, that <br /> <br />due to his being involved in a business way with the Park-and-Shop parking lots, <br /> <br />he was disqualifying himself and would not participate in the discussion of this <br /> <br />item nor in any vote thereon. <br /> <br />To begin consideration of this item, Assistant City Manager-Public Works Director <br /> <br />George W. Brown, Chairman of the CBD Commission, gave a short resume of how the <br /> <br />report had been developed through the work of various committees, indicating that <br /> <br />the Commission has confidence in the report but looked forward to the discussion at <br /> <br />this meeting. Mr. Bill Wade, Chairman of the Downtown Business Association and an <br /> <br />active member of the CBD Commission, stated that he feels the downtown merchants <br /> <br />~ <br />
