<br />,'" ,.,. <br /> <br />TUESDAY <br /> <br />SEPTEMBER 23, 1980 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Barry A. Greene presiding, was held Tuesday, September 23, 1980, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. Greene, Mayor; <br /> <br />William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />--. <br /> <br />September 9, 1980. <br /> <br />Council unanimously referred to the Planning Commission, for its consideration and <br /> <br />recommendation, a petition submitted by the Trustees of Wesley Memorial United Methodist <br /> <br />Church seeking the rezoning (from "R-6" to "P-2") of petitioner's property, formerly serving <br /> <br />as a parsonage, adjacent to the church building itself and being on the northside of Starling <br /> <br />Avenue. <br /> <br />Dr. Ernest Jenelle (of the firm of Dewberry, Nealon & Davis, Consulting Engineers) reported <br /> <br />on the effects of measures recently instituted at the City's Sewage Treatment (Water <br /> <br />Pollution Control) Plant to abate offensive odors which were once emanating from the plant, <br /> <br />noting that the plant operation has stablized to the point that the causes of these odors <br /> <br />have been virtually eliminated and, with adequate monitoring of flows into the plant and <br /> <br />with the implementation of certain other suggested procedures, the plant should operate <br /> <br />odor-free. As to the presence of offensive odors in the Forest Park area reported on <br /> <br />occasions during the past few weeks, which may have come from several sources, Dr. Jenelle <br /> <br />recommended that comprehensive "logging" procedures--some of which, as City Manager <br /> <br />Edmonds reported, have been initiated--be put into effect to determine accurately their <br /> <br />sources. Meanwhile, Mr. Frank T. Gravely, Vice-Chairman of a concerned citizens group, <br /> <br />in informing Council that the offensive odors in the area recently have been less severe <br />
