Hobson presiding~ was held Tuesday, November 28~ 1978, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception of <br /> <br />Councilman Francis T. West, who was attending a meeting, as a member of the Virginia <br /> <br />Municipal League's Executive Committee, of the National League of Cities, in St. Louis, <br /> <br />Missouri--being present, viz.~ William D. Hobson, Mayor; William C. Cole, Jr., Vice- <br /> <br />Mayor; Barry A. Greene; and L. D, Oakes, <br /> <br />.,..-..- <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held November 14~ 1978. <br /> <br />Mr. George B. Adams, Jr., Chairman of the City's special committee assigned to study <br /> <br />the City's proposed hydro-electric project(s) and the engineering report thereon <br /> <br />recently prepared by R. W. Beck & Associates, appeared before Council and gave an <br /> <br />interim report preparatory to filing an official report with the Council within the <br /> <br />near future~ noting that the special committee is limiting its study to the proposed <br /> <br />"Ridgeway Project"~ for which there have been established three subcommittees, viz., <br /> <br />technical~ financial, and people-impact, In connection therewith, the special committee <br /> <br />has developed several major questions which, with Council's authorization (in that some <br /> <br />relatively minor expenses might be incurred), the committee wishes to pose to the City's <br /> <br />consulting engineers. Council unanimously granted the committee's request and so <br /> <br />authorized the committee to proceed. <br /> <br />In connection with the foregoing processes and in acceptance of City Manager Noland's <br /> <br />recommendation, with the concurrence of the special study committee, Council cancelled <br /> <br />the special charter-amendment referendum scheduled to be held December 19~ 1978 (see <br /> <br /> <br />resolutions adopted September 26, 1978 and October 24, 1978), having determined that <br /> <br />the postponing of a request of the Virginia General Assembly (to amend the City's <br />
