<br />TUESDAY <br /> <br />NOVEMBER 9, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, November 9, 1982, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held October 26, 1982. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a <br /> <br />proposed ordinance which, if adopted, would amend Section 16-41 of the City Code in <br /> <br />accordance with the request for increased taxicab fare rates, as filed with Council by <br /> <br />Yellow Cab Company of Martinsville at Council's regular meeting held October 26, 1982. <br /> <br />The record notes that no citizen appeared at this public hearing in opposition to-- <br /> <br />or support of--the proposed rate increases, although Vice-Mayor Oakes reported that two <br /> <br />citizens had registered their opposition thereto with him. Councilman Reed questioned <br /> <br />the propriety of Yellow Cab's inclusion in its financial statements (presented to <br /> <br />Council on October 26, 1982) such items as stock investments and parking lot rental <br /> <br />income and, in addition, indicated that financial statements from all certificated <br /> <br />operators within the City should be made available. Mayor Cole, in reviewing the per- <br /> <br />centage rate increase last granted by Council in October of 1979, suggested that (1) <br /> <br />Council obtain more audited data before revising the rates and (2) Council seriously <br /> <br />consider removing itself as a rate-making body. On this latter suggestion, Mr. Benton <br /> <br />S. Blackard, owner-operator of Yellow Cab Company of Martinsville, stressed the need for <br /> <br /> <br />a continued unified rate structure for local cab operators and, also, urged the Council <br /> <br />to continue in its role as a rate-setting body. The public hearing being declared closed, <br />
