<br />464 <br /> <br />TUESDAY <br /> <br />NOVEMBER 13, 1984 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, November 13, 1984, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, as <br /> <br />follows: William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; <br /> <br />L. D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />unanimously approved the recorded minutes of its special and regular meetings held <br /> <br />October 23, 1984. <br /> <br />After reviewing a listing (prepared by City Manager Edmonds in response to questions <br /> <br />previously raised) of editorial changes proposed for the final draft of the Martinsville <br /> <br />Comprehensive Plan Update and with additional suggestions by members of Council to <br /> <br />reflect a more current status of the Plan Update, and with Mayor Cole recommending that <br /> <br />the Transportation Plan section involving an Alternative Exit From West End Neighbor- <br /> <br />hood also reflect a commitment to study ways and means of providing additional access <br /> <br />facilities in the area, Council unanimously accepted the proposed Comprehensive Plan <br /> <br />Update, as amended; and, in so doing, acknowledged with appreciation the time and <br /> <br />effort devoted to this project by the Planning Commission, with the assistance of the <br /> <br />staff of the West Piedmont Planning District Commission and the City's administrative <br /> <br />staff. (Note: Accepted Comprehensive Plan Update included accepted Land-Use Plan). <br /> <br />At Council's previously-extended invitation, representatives of the Martinsville- <br /> <br />Henry County Rescue Squad (Mr. R. B. Summerlin, Captain) appeared before Council and <br /> <br />were commended and publicly recognized by Council for having won first place in the <br /> <br />recent state-wide Emergency Medical Technician team competition in which were entered <br /> <br />175 teams, with the local area team amassing 161 points out of a maximum (or perfect <br /> <br />score) of 163 points.
