<br />TUESDAY, OCTOBER 21, 1986 <br /> <br />-- <br /> <br />A special and dUly-convened meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor L. D. Oakes presiding, was held jointly with the <br /> <br />Martinsville City School Board on Tuesday, October 21, 1986, in the <br /> <br />Martinsville City Circuit Courtroom, City Hall, beginning at 7:30 P.M., for the <br /> <br />purpose of receiving from the School Board a briefing on current activities <br /> <br />_. <br /> <br />within the City School System, the effects of State legislation and funding, <br /> <br />details of mandated programs and their costs, various statistical data, and <br /> <br />other related matters. All members of Council were present, viz., L. D. Oakes, <br /> <br />Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; <br /> <br />and Allan McClain. All members of the City School Board were present, viz., <br /> <br />Worth H. Carter, Jr., Chairman; William W. Edwards, Jr., Vice-Chairman; Ronald <br /> <br />A. Brugge; Johnnie L. Jones; and Mrs. Catherine Stone. Various members of the <br /> <br />City School System's administrative staff and teaching staff were also present. <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome and a stating of <br /> <br />the purpose of this meeting, School Board Chairman Carter described the goal of <br /> <br />the School Board, viz., to provide local students with the best Possible <br /> <br />education system. The following is the agenda outline for this meeting, as <br /> <br />prepared by the School Board: <br /> <br />1. Budget Summary Spread Sheet, with comments on and explanation <br />thereof by Board Chairman Carter; <br /> <br />2. Average Teacher Salaries, at certain dates, presented and <br />described by Board Chairman Carter; <br /> <br />3. Ten Percent Salary Increase Mandates, explained by Board Chairman <br />Carter; <br /> <br />4. Resolution (Draft), proposed to be adopted jointly by the Council <br />and the School Board for presentation to the State's joint <br />Legislative & Audit Review Commission, requesting this Commission <br />to seek, identify and recommend ways to correct and mitigate the <br />disproportionate burden placed upon the taxpayers of Martinsville <br />by the changes made in allocating state revenues for the current <br />biennium, presented by Board Chairman Carter; <br /> <br />'): ( <br />{)~~ <br />
