<br />"..... ,~ <br />~J " <br /> <br />September 12, 2006 <br /> <br />A regular work session of the Council of the City of Martinsville, Virginia, <br /> <br />was held on September 12, 2006, in Council Chamber, Municipal Building, <br /> <br />beginning at 4:00 P. M., with Mayor Kimble Reynolds presiding. Council <br /> <br />Members present included: Kimble Reynolds, Jr., Mayor; James W. Clark, Vice <br /> <br />Mayor; and Council Members Mark T. Anderson, J. Ronald Ferrill and Kathy C. <br /> <br />Lawson. Mayor Reynolds opened the meeting. <br /> <br />Council considered the appointment of three citizens to the newly formed <br /> <br />Steering Committee relative to the J. Frank Wilson Park. After discussion, <br /> <br />Council Member Lawson moved to expand the number of citizens to be <br /> <br />appointed from three to five; the motion was duly seconded and carried by the <br /> <br />following roll call vote, all members voting: Vote: 5-0. Yeas: (5) Reynolds, <br /> <br />Clark, Anderson, Ferrill, Lawson. Nays: (0) None. Mayor Reynolds then gave <br /> <br />the interested citizens who were in attendance the opportunity to speak and <br /> <br />Debra Joyce, Mary Blankenship, Steve Lemons and Bruce Dallas gave brief <br /> <br />comments. <br /> <br />At this point, Council considered the need to meet in Closed Session. In <br /> <br />accordance with Section 2. 1-344 (A) of the Code of Virginia (1950, and as <br /> <br />amended) and upon motion by Council Member Anderson, duly seconded, and <br /> <br />by unanimous recorded vote, Council convened in Closed Session, for the <br /> <br />purpose of discussing the following matters: Appointments to Boards and <br /> <br />Commissions as authorized by Subsection 1. <br />
