December 9, 2003 <br /> <br /> A regular, semi-monthly meeting and neighborhood focus meeting of the Council <br />of the City of Martinsville, Virginia, was held on December 9, 2003, in Council Chamber, <br />Municipal Building, beginning at 7:30 P. M., with Mayor Gene Teague presiding. <br />Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice <br />Mayor; and Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald <br /> <br />Ferrill. <br /> <br />Following the invocation by Vice Mayor Roop and Pledge to the American Flag, <br /> <br />Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council recognized Earl B. Reynolds, Jr., City Manager. Council Member Ferrill <br /> <br />moved to adopt the following Resolution; the motion was duly seconded and carried by <br />the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, <br /> <br />Ferril~, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, Earl B. Reynolds Jr. has since March 1, 1992 served <br />the City of Martinsville in the capacity of City Manager, <br />distinguishing himself by representing the City through consistency, <br />professionalism, dedication and hard work; and <br />WHEREAS, in his capacity as the city's chief executive, Mr. <br />Reynolds has provided a steady guiding hand through years good <br />and bad, through difficult financial times and through years of <br />plenty, sacrificing time with his family to work to make this <br />community a great place to live, work and raise a family; and <br />WHEREAS, during his appointment, Mr. Reynolds has authorized <br />action leading to the redevelopment of neighborhoods in Moss- <br />Barton, Massey-Endless, Southside and Academy Place, the West <br />Church Street Business Corridor, the Uptown Revitalization Area <br />and other communities in need; and <br />WHEREAS, through his efforts, the city has been able to <br />demonstrate its dedication to education by renovating and <br />improving both its middle school and intermediate school facilities <br />and by locating two Patrick Henry Community College training sites <br />Uptown; and <br /> WHEREAS, throughout his tenure, Mr. Reynolds has stood at the <br /> forefront of implementing many innovations and improvements in <br /> Martinsville's technology, infrastructure and utilities as an aid to the <br /> development thereof, including the addition of certified <br /> communications provider status and Martinsville Information <br /> Network; and <br /> <br /> <br />
