July 24, 200'1" · <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on July 24, 2001, in Council Chamber of the Municipal Building, <br />beginning at 7:30 P. M., with Vice Mayor Gene Teague presiding. Council Members <br />present included: M. Gene Teague, Vice Mayor; and Council Members Bruce H. T. <br />Dallas, J. Ronald Ferrill, and Terry L. Roop. Mark A. Crabtree,. Mayor, was away from <br />the City. <br /> <br /> Following the invocation by Council Member Dallas, Vice Mayor Teague <br />welcomed everyone to the meeting. <br /> <br /> Council recognized the following citizens who have served on various City <br />Boards and Commissions and presented them with paperweights: <br /> <br /> David F. Currier, Industrial Development Authority, 1991 -2001 <br /> Noel L. Chitwood, Industrial Development Authority, 1992- 2000 <br /> Thomas R. McCann, Jr., Planning Commission, 1993- 2000 <br /> James R. Mason, Planning Commission, 1996- 2001 <br /> Elizabeth R. Sibbick, School Board, 1998-2001 <br /> David G. Ashwell, Transportation Safety Commission, 1994 - 2001 <br /> Thomas W. Helmstutler, Blue Ridge Regional Library Board, 1993 - 2001 <br /> Judy M. Niblett, Community Criminal Justice Board, 1999 -2001 <br /> Irving M. Groves, Jr., Patrick Henry Development Council, 1997 - 2001 <br /> Joseph Roach, Patrick Henry Development Council, 1998- 2001 <br /> Joseph R. Cobbe, Patrick Henry Development Council, 1999 - 2001 <br /> James D. Coleman, Jr., Patrick Henry Development Council, 1994 - 2001 <br /> Noel L. Chitwood, Patrick Henry Community College Board, 1999 - 2000 <br /> Sylvia G. Smith, Piedmont Community Services Board, 1989 -2001 <br /> <br /> Council considered business from the floor. Irving M. Groves, Jr., of 1517 <br />Mulberry Road, presented a history of economic development history in the City and his <br />involvement. He stated, "We're at a crossroads. I plead with you and the Board of <br />Supervisors [Henry County] to demand statesmanship. The silent majority of the <br />community agrees." J. B.
