July 24, 2001 <br /> <br />Indemnification and Community Revitalization Commission, stated that he plans to visit <br /> <br />Council approximately every 30 days to be available. <br /> <br />Council considered approval of Piedmont Community Services' FY2001-02 <br /> <br />Performance Contract with the Virginia Department of Mental Health, Mental <br /> <br />Retardation, and Substance Abuse Services. Council Member Roop moved to approve <br /> <br />the Performance Contract as presented; the motion was duly seconded and carried by <br /> <br />the following vote, with all members present voting: Vote 4 - 0; Yeas (4) - Dallas, <br /> <br />Ferrill, Roop, Teague; Nays (0) - None. <br /> <br />Council considered adoption of a 'Resolution requesting the Virginia General <br /> <br />Assembly to support local government efforts to address telecommunications needs. <br /> <br />Eugene Richardson, Electric Department Manager, stated that this effort is to rectify a <br /> <br />wrong done to municipalities by the Virginia General Assembly. He added that there <br /> <br />are two strategies to rectify, court and legislation, and encouraged participation in both. <br /> <br />Council Member Ferrill moved to adopt the following Resolution; the motion was duly <br /> <br />seconded and carried by the following roll call vote, with all members present voting: <br /> <br />Vote 4 - 0; Yeas (4) - Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, access to affordable high speed telecommunications <br />services is a vital ingredient for a sustained economy, for meeting <br />growing educational needs and enhancing the quality of life, <br />connecting communities and people around the world; and <br />WHEREAS, the "Digital Divide" separating much of Virginia from <br />the benefits of this critical technology is readily recognized and the <br />subject of review by several State commissions organized to study <br />the economic development and technology needs of the <br />Commonwealth, including the Rural Virginia Prosperity <br />Commission, the Joint Commission on Technology and Science <br />and the Tobacco Indemnification and Community Revitalization <br />Commission; and <br />WHEREAS, the Governor's e-Communities Task Force, in its <br />guiding principles, has declared that "if Virginia is to become a <br /> <br /> <br />
