September 5, 2000 <br /> <br />on the occasion of his award as Groundskeeper of the Year of the <br />Appalachian League, and expresses its sincere gratitude for his <br />commitment to the City of Martinsville, especially its parks and <br />recreational facilities, and his achievements in making our <br />community a better place to live and work and enjoy leisure time. <br /> <br />Council considered business from the floor; there was none. <br /> <br />Council considered adoption of an Ordinance, on first reading, establishing an <br /> <br />underground utility corridor <br />Transportation Policy (VDOT). <br /> <br />in accordance with the Virginia Department of <br />Leon Towarnicki, Director of Public Works, stated, "The <br /> <br />first phase of the intersection project is widening of turn lanes. The second phase will <br />be to pick up at York Street and continue to the corporate limits. The figures tonight <br />come right out of the six-year plan. The difference is overhead utilities versus <br />underground. Utilities are electric, including AEP [American Electric Power], telephone, <br />and cable." Eugene Richardson, Electrical Department Director, stated, "It just didn't <br />make sense to not continue underground from York Street to the corporate limits. The <br />current poles are approximately 40 years old and will need to be replaced at an <br />approximate cost of $36,000. There's also a safety issue with poles on both sides of <br />the road." Council Member Dallas asked, "Does AEP, Adelphia, and Sprint defray any <br />costs?" Mr. Richardson replied, "They have separate contracts with the State." Council <br />Member Roop asked, "Will any cost be shared with residents of Liberty Street?" Mr. <br />Richardson replied, "1 don't see any reason for it." Vice Mayor Teague asked, "If we did <br />our own project, what would the cost be?" Mr. Richardson replied, "lt's a $1.5 million <br />project; we're getting it for $425,000." City Manager Earl B. Reynolds, Jr., stated, "What <br />we usually look for is at least a ten-year payback. This project should produce $40,000 <br />per year and break even." Council Member Roop asked, "How would we pay for it?" <br /> <br /> <br />
