August 10, 2000 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br /> held to discuss pay and classification on August 10, 2000, in the Administrative <br /> Conference Room of the Municipal Building, beginning at 10:12 A. M., with Mayor Mark <br /> Crabtree presiding. Council Members present included: Mark A. Crabtree, Mayor; M. <br /> Gene Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, J. Ronald Ferrill, <br /> and Terry L. Roop. <br /> <br /> Iris Read, Human Resources Director, stated, "Wages and benefits are our most <br />expensive liability. We conducted a market survey this year, as we do every two years. <br />A need to develop a uniform play plan was identified by Hendricks & Associates. <br />Approximately 700 employees filled out job descriptions and were interviewed by the <br />consultants. 'Factor Ranking' was used as the method for job descriptions, including <br />environment, accountability, and internal relationships. They collected data from public <br />and private sectors. Currently, 29 City employees are at the market midpoint or above. <br />Any new employee is hired at between 80 - 85% of market." Vice Mayor Teague <br />stated, "lt's very difficult for employees to understand that an employee with ten years <br />service can make the same as one with six months service." Wade Bartlett, Director of <br />Finance, replied, "You won't see that in the future." Council Member Ferrill stated, "Our <br />current plan doesn't allow for performance. I have a problem with that. There needs to <br />be checks and balances." Council Member Dallas stated, "It you pay them right, you <br />don't have to worry about pay-for-performance." Council Member Roop stated, "A very <br />delicate issue was taken, and a more delicate issue was turned out. This plan took <br />away employee responsibility and is not serving the City well. We need to consider a <br />career development program. We have no reward for longevity, no reward to merit,. no <br /> <br /> <br />
