August 8, 2000 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on August 8, 2000, in Council Chamber of the Municipal Building, <br />beginning at 7:31 P. M., with Mayor Mark Crabtree presiding. Council Members present <br />included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br />Members Bruce H. T. Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Council Member Roop, Mayor Crabtree welcomed <br /> <br />everyone to the meeting. <br /> <br /> Council considered business from the floor. <br /> <br />John Saunders, of 308 Starling <br /> <br />Avenue, stated, "I'm back about economic development. First, I can't find anyone to tell <br /> <br />me how much my bill's going up after you build a refuse transfer station." City Manager <br /> <br />Earl B. Reynolds, Jr., replied, "Various studies were conducted. The transfer station will <br /> <br />be the most cost-effective." Mr. Saunders continued, "How big of an increase in <br /> <br />revenue will the City need to make expenses?" Mayor Crabtree replied, "We're <br /> <br />improving every day." Mr. Saunders continued, "Where will we get the money to pay <br /> <br />back the Rives Road site?" City Manager Reynolds replied, "It was paid for by three <br /> <br />revenue sources - Federal grant, City cash, and the Virginia Depadment of <br /> <br />Transportation." Mr. Saunders continued, "Our police officers and teachers are paid <br /> <br />less. When will Council address this?" Mayor Crabtree replied, "Teachers are an issue <br />with the School Board." City Manager Reynolds added, "On Thur~ing, Cour~c~ <br />is having a work session to discuss pay classifications."
