July 25, 2000 <br /> <br />participate in the Office of Tourism; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None. <br /> <br /> John Sanders, of 308 Starling Avenue, stated, "1 would like to talk about <br />economic development or lack of it. You've spent one-half of the reserve already. How <br />long can the City last? What about a raise for the police?" Mayor Crabtree replied, <br />"The financial status is monitored every day, and the budget is balanced. By law, we <br />can't spend more than we have. The City's financial status is sound." Council Member <br />Ferrill stated, "Tultex started small and built up. It just can't be replaced quickly." <br />Council Member Roop stated, "Your concerns are the same as ours. Council wants to <br />increase fund balances and were well on the way of doing that before Tultex's closing." <br />Vice Mayor Teague stated, "We're addressing the police pay issue." <br /> <br /> Margaret Nichols, Administrator of the Virginia Municipal League Insurance <br />Programs, presented a Resolution to Council for the City's participation in the Group <br />Self Insurance Association since its inception in 1980. <br /> <br /> Council considered an Ordinance authorizing the issuance of up to $2,700,000 <br />principal amount of a General Obligation Note of the City for the purpose of assisting in <br />improvements to the City Landfill. Leon Towarnicki, Director of Public Works, stated, <br />"There's actually four components of the project: 1 - closing and capping off of <br />seventeen acres; 2 - closing of two acres on the east end; 3 - corrective action of <br />drainage issues; and 4 - grading of a site for a future transfer facility. The total project <br />is approximated at $2.7 million." City Manager Reynolds stated, "The Virginia Resource <br />Authority helps local government with water, sewer, and solid waste disposal projects. <br /> <br /> <br />
