July 1, 2000

and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) -

Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Mr. Pritchett administered the

Oath of Office to Vice Mayor Teague.

Mayor Crabtree stated,"

I look forward to serving as your mayor for the next two years, and I
pledge to you and all citizens of the City that I will continue to work
hard and do my best to move Martinsville forward into a bright and
prosperous twenty-first century.. .on December 2, 1999, our city
suffered the harshest economic blow in its history. Tultex, our
largest employer, taxpayer, and water-user, declared bankruptcy
leaving a tremendous loss in the hearts and incomes of many of
our people and a huge deficit in the City's revenues. We survived
the crisis, and our recovery, though it has a way to go, is well under
way. This catastrophic event forced the administration and Council
to focus on the absolute basics to make sure we conserved our
resources and maintained the essential services the City provides
for our citizens.. .I encourage that we remain steadfast in our
commitment to working with our brothers and sisters in Henry
County, and that we continue ~ aggressively search for ways to
work collaboratively to provide those basic services that our citizens
demand...our door remains open to the Board of Supervisors, and
I hope that we can get together soon to review and readopt a joint
regional strategic plan.. .we have laid the foundations for our
industrial renewal...the Martinsville region will soon begin reaping
the benefits of the Chamber's [of Commerce] tourism initiative..
.I'm proud of the Martinsville City School Division. .with this
Council, I look forward to working hard for the people of Martinsviile
and promise to do everything I can to move our community forward.
For as I have said many times before, Martinsville is one of the best
small cities in America to live, work, and raise a family...our future
remains full of promise. Working together with all the citizens of
Martinsville, we can become that bright shining city on a hill that
John Winthrop envisioned so many years ago. Thank you for this
opportunity to serve our citizens as Mayor, and may God bless our
efforts to move Martinsville forward in the twenty-first century."

Vice Mayor Teague stated, "Thank you, each member of Council. I pledge to

work hard to make our city move forward. Thanks to my wife, Sandy, daughter, Sarah,

and my parents. I congratulate Council Members Dallas and Ferrill, and compliment
