June 13,2000 <br /> <br />for recruitment and retention purposes. The Police Chief and I would develop a plan to <br />present to Council for approval. Third, I recommend that you consider holding off <br />moving the two percent raise. Fourth, I recommend that you seriously consider giving <br />an average 2.4 percent salary increase to all City employees as of December 1, 2000. <br />The loaded cost with benefits would be approximately $67,000.00." Council Member <br />Haskell asked, "These weren't in your original recommendations. What changed?" City <br />Manager Reynolds replied, "It certainly wasn't because I didn't feel the need. At the <br />time we prepared it, it was just a 'snapshot in time'. The projected fund balance was <br />originally $321,000o00; it's now $450,000.00. Also, we're finally getting numbers from <br />the State to underwrite the constitutional officers." Vice Mayor Teague stated, "1 do <br />want an increase in salaries. Howaver, my concern is the overall fund balances. A <br />raise would be well deserved, but it wouldn't be prudent at this time to do it across the <br />board." Council Member Haskell stated, "The picture is too fragile to drain funds. <br />These costs can really add up. I'm not sure if we would be doing the City or its <br />employees any favor in the long run. We need to build our reserve up, not deplete it." <br />City Manager Reynolds stated, "Additionally, the obligation to complete the Albert Halrris <br />project will be met this year and won't be in next year's budget." Council Member Roop <br />stated, "We do a lot of investing in the future, but we don't always put employees at' the <br />top of the list. I would support a salary increase. I would not be in favor of stipends, <br />though. I would, also, like to see an adjustment in the pay schedule." Mr. Bartlett <br />stated, "The proposed pay increases range from 2.06 percent to 2.7 percent." CoUncil <br />Members Roop and Dallas stated, "1 would like to see a 2.4 percent raise across the <br />board." Mayor Crabtree stated, "We have concerns of it being a tight year.
