COMMENTS: We recommend that Council adopt this Ordinance,
on an emergency basis, setting a Public Hearing for October 10.

Consider approval of the FY2000-01 Performance Contract be-
tween Piedmont Community Services and the Virginia Department
of Mental Health, Mental Retardation and Substance Abuse
Services. (See Enclosure #7)

COMMENTS: This is an annual requirement by the State that
localities approve these Performance Contracts. Mr. James Tobin,
Executive Director of Piedmont Community Services, will attend
your meeting to answer any questions.

VIII.

Consider a request by the United States Postal Service for
comments regarding future postal needs of Martinsville related to
the Central and South Station Post Offices. (See Enclosure #8)

COMMENTS: Mr. Lewis Nash, representing the U.S. Postal
Service, will be present to comment on this matter.

IX.

Consider adoption of a Resolution accepting conveyance to the City
of 0.598 acres, known as the Tultex property at 22 East Church
Street, from the Martinsville School Board. (See Enclosure #9)

COMMENTS: On September 14, 2000, the Martinsville School
Board declared this parcel as surplus property and adopted a
Resolution conveying its interest in it to the City. We recommend
that Council adopt its Resolution accepting this property.

Consider designating a voting delegate and alternate for the Vir-
ginia Municipal League Annual Conference at Arlington on October
22-24, 2000. (See Enclosure #10)

COMMENTS: The VML asks that the governing bodies designate a
voting delegate and alternate for the Annual Meeting. Generally,
Council designates the Mayor and Vice-Mayor.

XI. Consider rescheduling the October 24, 2000 regular Council
Meeting because of a conflict with the VML Conference.

COMMENTS: For planning and scheduling purposes Council
needs to establish a date for its second meeting in October, so
please bring your calendars.

XII. CONSENT AGENDA:

Set a Public Hearing for October 10, 2000, on an Ordinance
amending Chapter 21--Taxation, Article III--Tax on Purchasers
of Utility Services of the City Code in response to a new State
